MINUTES OF THE ADDITIONAL PARISH COUNCIL MEETING HELD ON WEDNESDAY 20th September 2023 AT 7.30PM

Present:  Cllr. J. Arkell (Chair), Cllr. L. Glazebrook, Cllr. P. Howse and Cllr. R. Theyer.

In attendance:  1 member of the public.

1. Welcome and Apologies:

Councillors and parishioners were welcomed to the meeting.  Apologies from Cllr Morton and the Clerk.

2. Declarations of Interest:

There were no Declarations of Interest required in relation to items on the agenda.

3. To discuss the following planning application and consider a response together with considering further responses for planning applications currently undecided.

23/00751/FUL: Retrospective Planning Application for a fabric structure with internal steel frame for drying out Area for Motorhomes at Fieldview Bungalow, Tewkesbury Road, The Leigh.

Application discussed, Parish Councillors agree with E A comments, no other thoughts.

4. To receive a financial update and approve CIL expenditure.

Bus shelters, notice boards, village entry gateways are now with Cllr Theyer who will obtain quotes for installation, 3 needed to comply with Financial regulations and satisfy the Auditors.

 5. Highways Issues.

Cllr Theyer is liaising with Highways regarding continuing need to fill potholes, some have been done, but many remain. No sense of urgency regarding church road junction by highways, although white lines across all roads seems a popular option.

A suggestion was raised that the parish might take verge mowing/maintenance ‘in hand’ that way we could also cut dangerous roadside hedges at the same time (there being no closed season for cutting roadside hedges for safety reasons) and residents could pay a small amount to have their other hedges cut during the autumn trim. More discussion needed.

6. PROW issues.

It was agreed that the parish need to acquire/ purchase some footpath signs like the ones the rambler association use to properly mark some of the village paths, so people don’t go astray. Could be funded from CIL monies? Probably 500 discs would do.
